Dustin Valette’s great-grandfather, Honoré Valette, a French immigrant, owned Snowflake Bakery in the 1920’s on the Matheson site. We’ve got some great stories about Honoré Valette, remind us to tell you over a glass of wine or with an In Honoré (a brandy-infused hint of Honore’s bootlegging history).

In the past, many successful innovations have been the result of the dedicated commitment of individual employees who, even against the will of their superiors, continued to tinker with their ideas in secret - often with outstanding success. Innovations of this kind are called bootlegging projects.
What exactly is bootlegging?
"Bootlegging" was the name for smuggling and black marketing during Prohibition. Bootlegging projects are therefore characterized by the fact that they are driven forward in secret in the early phase of an innovation process:
- Bootlegging refers to the R&D activities of an employee who implements innovation ideas without formal legitimation in unofficial, hidden innovation projects.
- The initiatives are taken without the knowledge and involvement of superiors, sometimes even against their direct instructions or by circumventing or disregarding company rules and regulations.
- There are no officially assigned resources (time, material, etc.). The employees procure the resources themselves.
- If the results are positive, the activities are integrated into the official innovation management - if the management can be convinced.
Empirical studies show that bootlegging activities produce entirely new technologies and the development of radically new products or processes - but only to a relatively small percentage. Most activities address preliminary studies, which are carried out as a basis for submitting new projects for the coming planning period. These are mostly new technologies, technical developments or improvements of products and processes.
What are the reasons for submarine projects?
Claudia Michalik's empirical analysis "Innovative Engagement" shows that the following reasons in particular promote hidden projects:
- Self-interest of the researcher
- Demonstrating the feasibility of an innovative idea
- Project as an outlet for creative ideas and fun at work
- Time bridging between financing periods
- Poor strategic innovation planning and lack of drive for the company
- Lack of freedom for creativity
- Communication problems between innovation carriers and middle management (too much paperwork, too rigid and inflexible innovation processes, management preferences)
Examples of successful bootlegging projects
Bootlegging exists in every industry and is part of everyday research practice in many companies. Employees in the IT sector develop innovative software, chemists develop high-tech materials or new active pharmaceutical ingredients without legitimation.
Even aspirin is a bootlegging product. More than 100 years ago, the young chemist Felix Hoffmann synthesized a more tolerable variant of the pain-relieving salicylic acid on his own initiative, because the bitter-tasting active ingredient caused his father, who was suffering from rheumatism, to vomit. Further examples are:
- Bayer: After seven years of unauthorized research, Klaus Grohe discovered the cipro active substance, which is now the only drug in the USA approved as a synthetic antibiotic for the treatment of anthrax.
- Hughes-Aircraft: The construction of the first functional laser.
- Merck: The development of LCD displays that have made the company the world market leader today.
- Nespresso: The original nespresso capsules that have been sold billions of times over for years.
- ZEISS: An industrial simultaneous spectrometer for color analysis, one of the company's most important developments.
- Toshiba: The world's first mass market laptop "T1100" from Toschiba.
- Beiersdorf: The successful Deo Black & White was a submarine project which was rejected by the board.
A lot of money flows into submarine projects
Bootlegging projects are a double-edged sword. On the one hand they can produce innovations, but on the other hand time and resources are used without coordination, the official projects are missing. According to Claudia Michalik's study, up to 20 percent of R&D budgets are spent on bootlegging projects. However, there are no exact figures because companies are reluctant to make submarine projects public.
Such projects are not always successful. It can become problematic if researchers are so taken with their idea that they lose sight of the market potential. In extreme cases, it can cause high costs for a company if the employee does not research the corporate strategy. More and more companies are therefore making targeted use of the potential of "secret" creativity. The legalization of bootlegging projects and the transfer into employee projects offers a solution here.
How bootlegging is specifically promoted in companies
Through companies such as Google and 3M, the concept of "Permitted Bootlegging" found its way into innovation practice in order to steer the creativity and initiative of employees into controllable channels. Development teams are given the freedom to work on promising ideas and take them from the early stages to the creation of a prototype.
Employees at 3M, for example, can spend 15 percent of their regular working time on their own projects. The yellow Post-it sticky notes are a legendary example of this strategy's success. They were developed by employee and church choir singer Art Fry, who was constantly fluttering bookmarks from his hymnbook. The idea was born when a colleague had accidentally invented an adhesive with poor adhesion. Another successful project was the tape cutter, which was later described as one of the greatest process innovations in the company's history.
Bootlegging projects also have a long tradition at AUDI AG. In the past, they have led to groundbreaking innovations such as the Quattro drive, which is now installed in half of all Audis. The bootlegging project "Chassis 2020+x" was also very successful. A team of young employees had one year to develop ideas for the chassis of the future. The project began with a kick-off workshop, included visits to companies outside the industry and took a very critical look at the future of the automotive industry. The results were 185 new ideas, 53 patent applications, 21 granted patents and 13 developments.
Success factors for bootlegging projects
As part of a three-and-a-half-year cooperation project between the University of St.Gallen and the Technical Development Department of AUDI, Ulrich Leicht-Deobald and Nina Lins investigated in an interview study (20 R&D employees, 6 representatives of TOP management) what makes submarine innovation projects successful. Six decisive factors for success were identified in the study:
- Secrecy prevents the resistance of adjacent disciplines.
- A playful attitude enables the team to concentrate fully on the goal. This only works if employees are freed from their daily tasks.
- Voluntariness is a basic prerequisite for the high level of motivation required.
- Diversity of team composition ensures a variety of perspectives.
- Management support ensures independence and freedom.
- Extraordinary challenges spur us on to deliver top performance.
Successful bootlegging therefore requires an appropriate corporate culture and a suitable structural framework. This includes, for example, freedom in the choice of tasks and decision-making leeway with cooperation partners, incentives and management support. The personality of the bootlegger also plays a decisive role. Not every employee has a "bootlegger mentality" that is characterized by enthusiasm, creative power and a certain willingness to take risks.
Conclusion: Bootlegging promotes innovation culture and creates competitive advantages
Innovations often fail due to internal resistance before they can even be tested. It can therefore make sense to enable bootlegging projects in the company on a legitimate basis. For management, this has the advantage that they are presented with much more mature ideas and no longer have to decide on the basis of vague ideas whether the innovation should be pursued further. Submarine projects also contribute to achieving a time advantage in critical developments and to making the company as a whole more innovation-friendly.
